Intro: BOSTON Smokers may be penalized under Massachusetts' new health care bill. One of the provisions of the bill, which was signed earlier this week, will allow private insurers to charge smokers higher premiums than non-smokers.
Under this new bill, smokers could also be offered incentives to quit. Massachusetts plans to allot $7 million a year for two years to classes which would help Medicaid recipients quit smoking.
According to James Roosevelt, an executive at Tufts Health Plan, the company is trying to determine if providing tools for quitting will be more effective than imposing financial penalties.
